Mobile Refinishing (Coating) Operation Registration

On December 3, 2008, the Board of Directors of the Bay Area Air Quality Management District amended Regulation 8, Rule 45: Motor Vehicle & Mobile Equipment Coating Operations. Any person engaging in mobile refinishing operations shall register the mobile refinishing operation with the BAAQMD and pay applicable fees.

Mobile Coating Registration Process

Definitions

Refinishing - Any coating of a vehicle, its parts and components, or mobile equipment, including partial body collision repairs, for the purpose of protection or beautification and that is subsequent to the original coating applied at an Original Equipment Manufacturing (OEM) plant coating assembly line (BAAQMD 8-45-233).

Mobile Refinishing (Coating) Operation - Any refinishing operation that may change location or address between operations (BAAQMD 8-45-221)

Requirements

  • Any person engaging in mobile refinishing operations must register with the BAAQMD by October 1, 2009.
  • In addition to registering with the BAAQMD, mobile refinishing (coating) operators are required to comply with the National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements (40 Code of Federal Regulations 63, subpart HHHHHH). Refinishing operations using paint cups equal to or smaller than 3 fluid ounces may be exempt from some EPA requirements. Information Required

You will need the following information to complete the registration process:

  • Primary address for the mobile refinishing operation.
  • List of license plate numbers for each utility vehicle. 
  • Owner/operator contact information, including a valid email address for electronic delivery of your certificate of registration.
  • Billing contact information, including a valid email address for electronic delivery of your payment receipt.
  • Credit card (Visa or MasterCard) or checking account (account number and routing number) in order to make a payment.

Fees

At the time of registration, you will be required to pay a fee of $107 per mobile coating operation vehicle. An annual renewal fee of $64 is required to be paid as long as you operate your mobile refinishing operation subject to the regulation.

Fees will not be applied until October 1, 2009.  Mobile Coaters will not be penalized for early registration.
