Marsh Landing Generating Station

[Notice:  The Authority to Construct was issued on 8/31/2010.]

The District has issued a Final Determination of Compliance for the proposed Marsh Landing Generating Station.  The Final Determination of Compliance describes how the proposed Marsh Landing Generating Station would comply with applicable air quality regulatory requirements, and proposes permit conditions to ensure compliance.

Previously, the District invited public input and comment on the Preliminary Determination of Compliance.  The District has considered all public comments it received on the Preliminary Determination of Compliance and has issued a Final Determination of Compliance for the project.  The California Energy Commission will use the Final Determination of Compliance in reviewing potential air quality impacts in its licensing proceeding for the proposed project.

The proposed Marsh Landing Generating Station would be a 760-MW natural gas-fired power plant located at a site adjacent to the existing Mirant Contra Costa Power Plant and near the Gateway Generating Station located on Wilbur Avenue near Antioch, CA.  The Marsh Landing Generating Station would be operated as a separate plant located on a separate parcel adjacent to the property occupied by the existing power plant.  The facility would consist of four simple-cycle combustion turbine generators, as well as two natural gas fired preheaters to heat the incoming gas to each pair of combustion turbines, and associated equipment.

Further information about the project and how it would comply with applicable regulatory requirements is available in the District’s Final Determination of Compliance for the proposed project.  The Final Determination of Compliance for the proposed project, proposed permit conditions, the permit application, and key supporting documents are available below and at the District’s Communications & Outreach Division Office located on the 5th Floor of District Headquarters, 939 Ellis Street, San Francisco, CA, 94109.  Copies of any of these documents and further information about the project can also be obtained by calling or writing Brian K. Lusher, Senior Air Quality Engineer, Bay Area Air Quality Management District, 939 Ellis Street, San Francisco, CA, 94109, (415) 749-4623, blusher@baaqmd.govPara obtener información en español, comuníquese con Brenda Cabral en la sede del Distrito, (415) 749-4686, bcabral@baaqmd.gov.
