Community Risk Reduction Plans

The Air District is interested in working with cities and counties in developing community risk reduction plans (CRRPs). These CRRPs would allow a comprehensive, community-wide approach to reducing local air pollution emissions and exposures. They also may assist with CEQA compliance by supporting a programmatic approach to reducing local air quality impacts. The Air District’s proposed CEQA thresholds of significance for local risks and hazards include an option which is based on compliance with a CRRP. CRRPs would be especially useful in addressing local air quality issues in impacted communities as identified through the Air District’s Community Air Risk Evaluation (CARE) program.


The Air District will work closely with local government staff in development of CRRPs. The Air District has developed draft CRRP guidelines that will assist to define the planning area, establish emissions inventories, incorporate risk modeling, identify reduction targets, determine emission reduction measures, track implementation, and support the public involvement and CEQA processes. The Air District initiated pilot CRRP projects in San Jose and San Francisco.  These two efforts will inform and assist in the development of future CRRPs by other local governments.  Visit San Francisco's website for additional information on the development of their CRRP.
