2010 Clean Air Plan

At a public hearing on September 15, 2010, the Air District Board of Directors adopted the final Bay Area 2010 Clean Air Plan (CAP), and certified the Final Environmental Impact Report on the CAP.  The 2010 CAP serves to update the Bay Area ozone plan in compliance with the requirements of the Chapter 10 of the California Health & Safety Code. 

In addition, the 2010 CAP provides an integrated, multi-pollutant strategy to improve air quality, protect public health, and protect the climate.

The following documents are available for public review:

The Bay Area 2010 Clean Air Plan serves to: 

  • Update the Bay Area 2005 Ozone Strategy in accordance with the requirements of the California Clean Air Act to implement “all feasible measures” to reduce ozone;
  • Provide a control strategy to reduce ozone, particulate matter (PM), air toxics, and greenhouse gases in a single, integrated plan;
  • Review progress in improving air quality in recent years; and
  • Establish emission control measures to be adopted or implemented in the 2010-2012 timeframe.

CAP Status

 Recent activity on the 2010 CAP is summarized below:

  • The Air District released the draft 2010 Clean Air Plan on March 11 (see below).
  • Written comments on the Draft CAP were due by April 26.
  • Staff issued a document summarizing the written comments and District staff responses on August 3. A link to this document is provided below.
  • Staff provided an overview of the CAP to the Board of Directors as an informational item at the August 4 Board meeting.
  • Staff provided an informational update to the Board of Directors at the September 1, 2010 Board meeting.
  • The Air District Board of Directors adopted the Final CAP and certified the Final EIR on the CAP at a public hearing on September 15, 2010.

Draft CAP

On March 11, 2010, the Air District released the Draft Bay Area 2010 Clean Air Plan (CAP), as well as a Draft Programmatic Environment Impact Report on the CAP.
