Other Funding Opportunities
The following is a listing of grant and incentive funding opportunities for projects that reduce emission from mobile sources. These programs are not administered by the Bay Area Air Quality Managment District.
Clean Vehicle Rebate Project: CVRP is funded by the Air Resources Board (ARB) and administered statewide by the California Center for Sustainable Energy (CCSE). The purpose is to stimulate development and deployment of the next generation of zero-emission light-duty and commercial vehicles.
- Rebates of up to $5,000 per light-duty vehicle are available for individuals and business owners to purchase or lease new eligible zero-emission or plug-in hybrid electric vehicles.
- Certain zero-emission commercial vehicles are eligible for rebates of up to $20,000.
Cash for Retiring Vehicles - California Consumer Assistance Program: Your light-duty vehicle (cars, pickups, vans and SUVs) may qualify for financial assistance under a State program, the California Consumer Assistance Program (CAP). This program, operated by the California Bureau of Automotive Repair, provides assistance to qualified consumers for vehicle retirement, or, in limited cases, vehicle repair. Based on program changes made in 2010, your vehicle may qualify for retirement assistance whether or not it has failed its scheduled Smog Check inspection. Participation is limited to available funds.
Environmental Justice Small Grants Program: Program provides up to $20,000 in grants to eligible community-based grassroots non-profit organizations and federally recognized tribal governments that are located in areas adversely affected by environmental pollution and hazards and are involved in addressing environmental justice concerns. Grant applicants must demonstrate in their applications how their projects will address one or more of the following EJ Small Grant Program goals:
- Enhance meaningful public participation.
- Promote community capacity building.
- Collaborate with academia and/or other governmental agencies to document data related to exposures and health complaints.
- Promote community involvement in climate change emission reduction processes and programs.
- Providing funds to continue and/or expand projects funded under the previous grant cycle that have proven effective with excellent progress and results.
Hybrid Electric Vehicle Purchase Vouchers (HVIP): Through the HVIP, administered by CALSTART, the California Air Resources Board provides vouchers to eligible fleets in order to reduce the incremental cost of qualified medium- and heavy-duty hybrid electric vehicles at the time of purchase. Vouchers are available on a first-come, first-served basis and range from $10,000 to $45,000.
California Capital Access Program (CalCAP): The Air Resources Board (ARB) received American Recovery and Reinvestment Act (ARRA) funds to assist business owners in complying with off-road emissions regulations. ARB has partnered with CalCAP to provide assistance to fleets needing to finance a replacement of an off-road vehicle, repower of an engine, or an ARB-verified exhaust retrofit for off-road vehicles, to comply with the in-use off-road diesel vehicle regulation.
ARB Providing Loan Assistance for California Equipment (PLACE) Program: ARB is developing innovative financing programs to provide fleet owners, particularly small business owners, easier access to loan opportunities. The ARB's loan programs may offer several options to increase financing accessibility, including loans, loan guarantees, and other mechanisms to assist industries affected by ARB regulations.
Zero-Emission Agricultural Utility Terrain Vehicle (Agricultural UTV) Rebate Program: Funded by the California Air Resources Board (ARB) and administered statewide by the San Joaquin Valley Air Pollution Control District (SJVAPCD). The Agricultural UTV program was established to promote the production and operation of zero-emission agricultural utility terrain vehicles in California agricultural operations. There is no restriction on the number of vehicles one entity can purchase and rebates are issued on a first come first serve basis.
Cascade Sierra Solutions: A non-profit organization based in Oregon, offers a comprehensive services for medium and heavy-duty diesel fleet owners and independent owner operators seeking to upgrade their fleets to cleaner, more efficient vehicles or retrofit them with energy efficient features.
Buy-down Incentives for Natural Gas and Propane Vehicles: Incentives are available to all original equipment manufacturers (OEMs) for new on-road natural gas and propane vehicles that meet all emission requirements of the Air Resources Board (ARB) and that are fully warranted. OEMs may designate vehicle dealers and distributors to apply on their behalf. In this case, the dealer and distributor must submit with the reservation form a letter signed by the OEM designating them as their agent for this funding. The following dealerships that are located within the boundaries of the Air District were awarded funds:
- TEC of California (Oakland, La Mirada and Fontana) awarded $1,280,000 in incentives to help buy-down 40 heavy-duty natural gas-powered trucks in the 26,001 pounds and greater gross vehicle weight range. The vehicles are built by Mack Truck.
- West Coast Bus Sales, Inc. (Oakland) awarded a total of $380,000 in incentives for 25 vehicles manufactured by Tiffany Coachworks, Perris, California. West Coast Bus Sales will use $80,000 to buy-down 10 natural gas-powered large vans in the range of 8,501 to 14,000 pounds gross vehicle weight, and $300,000 to help purchase 15 natural gas shuttle buses of 14,001 to 26,000 pounds gross vehicle weight.
- West Coast Bus Sales, Inc. (Oakland) awarded $380,000 in incentives to help buydown 25 vehicles manufactured by Federal Coach. West Coast Bus Sales will use $80,000 to buy-down 10 natural gas-powered vans in the range of 8,501 to 14,000 pounds gross vehicle weight, and $300,000 to buy-down 15 natural gas shuttle buses in the range of 14,001 to 26,000 pounds gross vehicle weight.
