氣候保護計劃確認氣候保護與減少當地空氣污染計劃之間的關聯。該計劃的目標是整合減少氣候強迫污染物的計劃和減少空氣污染的長期計劃,包括條例、執行、激勵、公眾教育和外展以及對市縣的技術援助。氣候保護委員會還提供關於空氣局在灣區的氣候保護活動方向。

2050 年溫室氣體減排目標

在州和地區氣候保護工作的基礎上,空氣局採納了通過下列方式減少 GHG 排放的決議

  • 為灣區設定在 2050 年把 GHG 排放量降低到 1990 年排放水平 80% 以下的目標。
  • 制定地區氣候保護戰略,朝著 2050 年目標邁進,採用空氣局的清靜空氣計劃開始該過程。
  • 制定十點工作計劃,指導空氣局近期的氣候保護活動。 

地區氣候保護戰略和十點工作計劃

空氣局正在制定地區氣候保護戰略,朝著 2050 年 GHG 減排目標邁進,該戰略將對現有的州、地區、當地層面的規劃工作進行補充,採用空氣局的清靜空氣計劃來開始該過程。

空氣局發現地區氣候保護戰略規劃過程耗時後,制訂了一個十點氣候行動工作計劃,以指導近期的氣候保護活動。  十點工作計劃大致內容如下:

  • 制定地區氣候行動戰略
  • 開始規則制定
  • 啟動氣候變化和公眾健康計劃

2017 Clean Air Plan

The Air District’s 2017 Clean Air Plan is a roadmap for the Air District’s efforts over the next few years to reduce air pollution and protect public health and the global climate. The 2017 Plan identifies potential rules, programs, and strategies to reduce GHG emissions and other harmful air pollutants in the Bay Area. The 2017 Plan complements and supports other important regional and state planning efforts, including Plan Bay Area and the State of California’s 2030 Scoping Plan.

This Plan lays out 85 distinct control measures to decrease fossil fuel combustion, improve energy efficiency, and decrease emissions of potent GHGs and other pollutants. Numerous measures reduce multiple pollutants simultaneously, while others focus on a single type of pollutant - for example, “super-GHGs” like methane and black carbon.
