Pilot Trip Reduction Grant Program

The Pilot Trip Reduction Grant Program is a competitive solicitation that provides funding to support the demonstration of innovative, first- and last-mile alternatives to fixed-route shuttle service. 

For this first cycle (FYE 2019), up to $7 million is available to support the demonstration of microtransit solutions that provide first- and last-mile connections to mass transit serving the Bay Area’s highly impacted and priority development areas.

The goal of this program is to test the potential of microtransit services to reduce single-occupancy commute-hour vehicle trips by conveniently and cost-effectively connecting commuters to mass transit. Eligible pilot projects must either operate in an area where no similar service exists or significantly expand existing service.

Grant funding is available to cover both initial start-up costs and up to two years of operational costs. Applications for microtransit solution projects must be received by 4 PM, March 15, 2019.

Applicants who are interested in applying for funding to support other types of trip reduction projects are encouraged to contact the Air District before submitting a full application. Applications for other trip reduction projects must be received by 4 PM, March 5, 2019. Projects that have previously received Transportation Fund for Clean Air, or TFCA, funding are not eligible for additional TFCA funding.


Congestion management agencies, public transit agencies, the Metropolitan Transportation Commission, and applicants who submitted a letter of interest by March 2018 are eligible to apply. Projects must be located in a Highly Impacted Community or Episodic Area as defined by the Air District Community Air Risk Evaluation (CARE) Program, or in a Priority Development Area (PDA).  A list of eligible applicants is located under the “Resources” section. Workshops (Mandatory)

Applicants must attend at least one pre-application workshop before submitting an application. Workshops are held online via webinar, and registration is required to attend. The workshops cover program requirements, the application process and evaluation criteria, and the grantee/project sponsor’s administrative requirements.
